Ron, could you identify your source
for this information? I have looked everywhere. The only
location that had the same info you provided was a lawyer's website.
These fines are not listed at the DMV site nor can I get any
specifics through the California Rules of Court website. It is
true that the Judicial Council establishes "Uniform Traffic
Penalty Schedules" annually for the county and city courts to
use as a guide when setting fines. This is to ensure
some consistency throughout the state. The Vehicle Code book does state
that it is illegal for traffic law enforcement organizations to set
any quotas for tickets. I taught traffic violators school for
several years and I learned that it is the county courts that set
fines for violations and there were different fines for the same
violation from the different counties. Their fines had to be within
the guidelines of the State schedules but they could be
different. I'm not sure whether or not the State receives some
portion of the fines collected, but for Counties and Cities,
they have pre-approved designated funds, e.g., road repair, crossing
guard pay, etc.
