Seems it is stretching it to call a police vehicle pulled over giving a ticket as an emergency vehicle. Ambulances, Fire Trucks, etc. would have their red lights on and engaging in emergencies. A Policeman giving a driver a ticket is one of the most dangerous thing they do. You never know what the owner/driver of the vehicle is going to do. Reading the whole law seems they are calling it a emergency. Sometimes you never win for losing. In my opinion this kind of action is one of those times. I am passing it on.
